New Entry Rules for Tourists: The ETA-IL Form Comes into Effect
At a time when inbound tourism to Israel is facing significant challenges, the Population and Immigration Authority is introducing the ETA-IL form. From January 1, 2025, tourists from countries exempt from an entry visa will be required to complete this form in advance at a cost of NIS 25.
The Authority notes that the form allows advance, computerized screening of passenger data, including verification of their identity before boarding the plane. Where a problem is found, the passenger will be referred to the Israeli mission in their country for further handling.
Why Is This Happening?
According to the Authority’s announcement, the move is designed to improve national security, regulate immigration processes and prevent unnecessary delays for passengers. In addition, the move should spare distress for passengers whose refusal of entry would have been known in advance.

Many countries around the world have already adopted similar procedures. In the United States, for example, the ESTA form has replaced the visa for Israelis, and in the UK the ETA form will come into effect on January 8, 2025, at a cost of £10 per passenger. The trend points to a growing use of digital technology to monitor and regulate immigration.
